Portage County, Amherst, Stevens Point to vote on ambulance contract Monday & Tuesday

STEVENS POINT, WI (WSAU) -  A tentative agreement has been reached to provide county-wide ambulance service in Portage County. It’s a three-year proposal extending the relationship between the county which owns the ambulances, and the fire departments in Stevens Point and Amherst which operate them.

Interim Emergency Management Director Corrina Neeb works with the ambulance program.

She says the new deal still has three important steps for final approval early next week.  "What has to be done is this contract has to go to all of the respective boards and pass those boards. (Stevens Point) Common Council, The Vilage of Amherst, and The Portage County Board."

She says there are some changes in the new contract, especially in the area of cost overruns when services exceed the anticipated need.  "With this contract, there will be a 70-30 (percent) cost share on all budget overruns.  In our previous contract, the split was 90-10 where the county would pay 90% and the municipality was responsible for 10%."

Neeb says this contract will jump up in 2013 to cover operating expenses incurred by both fire departments.  "For Amherst, their starting point is going to be $289,665 and this increase will allow for health insurance for three of their key ambulance staff.  For the City of Stevens Point, their 2013 contract starting amount will be $1,800,750."  She says the agreed upon deal calls for a three percent increase in each year of the contract.

Stevens Point and Amherst will vote on the contract Monday, and the Portage County Board will vote Tuesday.

 

The County Board resolution for Tuesday concerning the Ambulance Contract reads as follows:

RESOLUTION NUMBER: ____RE: Resolution Ratifying the 2013-2015 Ambulance Service Agreement between Portage County and the City of Stevens Point and also with the Amherst Fire CommissionTO THE HONORABLE CHAIRMAN AND MEMBERS OF THE PORTAGE COUNTY BOARD OF SUPERVISORS:WHEREAS, the City of Stevens Point has historically operated the E.M.S. system for Portage County providing a high level of paramedic level ambulance response for city and county residents; andWHEREAS the County also has contracted for E.M.S. service with the Amherst Fire Commission. a well run service which has also improved the quality and scope of E.M.S. service for the county; andWHEREAS, the attached three-year agreement will continue the partnership of the county with the two departments, and will maintain a high quality of EMS services, in accordance with performance benchmarks and improved response protocols; andWHEREAS the County will conduct an internal review during the contract period of various EMS options, with the consideration of cost effective alternative services and providers.NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors hereby authorizes, approves and ratifies the following 2013-2015 Ambulance Service Agreement between Portage County and the City of Stevens Point and the Amherst Fire District.Dated this 18th day of December, 2012.Respectfully submitted,
