16 Year Old's Brain Not Fully Developed, Defense for Rape?

Walter Madison, a lawyer in the Ohio Rape Case, went on "Piers Morgan" and said that he thinks it is unfair for his 16 year old client to have to register as a sex offender for the rest of his life after raping a 16 year old girl with his fingers at a party. Madison claims that a 16 year old's brain is not fully developed...

For those who may not be familiar with this case; two high school football players from Steubenville, Ohio were found guilty of raping a 16 year old girl. The teenagers were at a party where all were under the influence of alcohol, the girl more-so than the boys. The boys escorted her out of the party and assaulted her in the backseat of a car and again in the basement of a home where she awoke naked unaware of what had happened. She learned of the assault after seeing naked photos of herself that had been sent around via text message and a YouTube video the boys posted. Trent Mays and Ma'Lik Richmond were sentenced to at least one year in juvenile jail. Mays was sentenced to an additional year in jail for illegal use of a minor in nudity-oriented material.

What are your thoughts should these teenagers be required to register as sex offenders for the rest of their lives?
